Welcome to the Community Housing Improvement Program

Community Housing Improvement Program (CHIP) is a trade association representing more than 2,500 apartment-building owners in New York City's five boroughs. Founded in 1966, CHIP has been a key player in City and State housing policy for over 40 years, leading on such diverse issues as lead paint, bed bugs, property taxes, water rates, and rent regulation.


The Community Housing Improvement Program (CHIP) is an organization which works to further building owners’ rights and to provide them with up-to-date information. We are also a forum where building owners can express their needs and concerns through networking, enabling experienced owners to offer advice to other owners on the most effective and efficient ways to comply with regulations and operational requirements. Our strength comes from our members, a large and diverse group of building owners who bring multiple points of view and expertise to the table.


CHIP keeps members informed in a variety of ways. First, we publish a monthly newsletter called the “New York Housing Journal” that is provided free to our members. This newsletter contains information on court decisions, City Hall initiatives, new regulations, new environmental requirements, and housing law changes. The Journal provides a clear, easy to understand break down of the latest breaking news and developments. We also sponsor workshops and seminars on important issues and developments in the housing industry, and effective, efficient strategies on how to deal with them.
